It is important to have roads throughout your empire. They help units like builders move faster to make land improvements more quickly, and they allow soldiers to move more quickly to contain an attack by an another civilization.
Making roads makes the standing army tactic even better as you can quickly position the army where you want them. Building roads helps to connect your cities as well as help your defense and land improvements.
